The SADC Disaster Risk Management Strategy and Action Plan (2022-2030) outlines a comprehensive framework to address disaster risks in the Southern African region, which faces frequent natural and human-induced hazards such as droughts, floods, cyclones, epidemics, and seismic events. The strategy aims to reduce disaster impacts, safeguard development gains, and build resilience through coordinated regional efforts.
Key Objectives:
Understanding Disaster Risks: Strengthen systematic risk assessments, early warning systems, and data collection to inform preparedness and response.
Strengthening Governance: Enhance disaster risk governance, policy coherence, and transboundary coordination while promoting peer reviews and partnerships.
Investing in Resilience: Establish disaster preparedness funds, promote risk-informed development, and encourage public-private investments in disaster risk reduction.
Innovation and Knowledge Management: Develop regional disaster risk management information systems, promote research, and enhance knowledge sharing.
Building Back Better: Focus on recovery planning, post-disaster needs assessments, and resilient infrastructure development.
Strategic Priorities:
Improving Understanding of Risks: Generate evidence-based data and foster interconnected risk analysis.
Strengthening Governance: Align policies with global frameworks like the Sendai Framework and promote transboundary cooperation.
Investing in Resilience: Mobilize resources for disaster risk reduction and climate adaptation.
Innovation and Knowledge Management: Enhance access to disaster-related information and promote innovative solutions.
Enhancing Resilience: Build capacities for recovery and reconstruction while integrating risk-informed development.
Implementation:
The strategy will be coordinated by the SADC Secretariat Disaster Risk Reduction Unit (DRRU), supported by Member States, International Cooperating Partners (ICPs), and regional stakeholders. Monitoring and evaluation frameworks are included to track progress, with biennial reporting aligned to the Sendai Framework and Africa Programme of Action.
Expected Outcomes:
Reduced disaster mortality and economic losses.
Strengthened disaster governance and preparedness.
Enhanced resilience through investments and recovery interventions.
Improved regional cooperation and knowledge sharing.
This strategy aligns with global and continental frameworks, including the Sendai Framework, Agenda 2063, and SADC Vision 2050, aiming to create a resilient, safe, and sustainably developed Southern Africa.
